The Inspector General of Police, Gen Kale Kayihura’s reported fallout between President Museveni has led to the latter transferring police powers and resources to the Commander of Military Police, Brig Sabiiti Muzeeyi, media reports claim.
Speculation about Gen. Kayihura’s health began swirling after he, in contrast to his practice, missed attending two key national events; and local daily RedPepper on Wednesday quoting “impeccable sources” claimed that the security situation in the country was deteriorating and as a measure, the Commander in Chief Gen. Museveni has transferred billions of shillings of classified operation budget of Gen Kayihura, to Brig Sabiiti Muzeeyi, a close ally and protege of First Son, Major General Muhoozi Kainerugaba, the Senior Presidential Adviser for Special Operations.
On Wednesday afternoon, military spokesperson Brig Richard Karemire has released a strong-worded statement denying the reports.
This serves to categorically refute the story and the contents of Red Pepper Newspaper published today,” Karemire said in the statement. There is absolutely no threat or situation that has warranted the shift of core responsibilities and resources from the Uganda Police Force to the Military police.”
“As a specialized Unit of the Uganda Peoples Defence Force, the Military Police continues to be resourced from the budget appropriated for the Ministry of Defence and Veteran Affairs.
“Readers should, therefore, take the lead in today’s Red Pepper as false and misleading. The motive behind it shall be a subject of investigations by competent agencies.”
The Red Pepper managing editor Ben Byarabaha has since been charged with offensive communication and released on police bond for disturbing Kayihura’s peace. Byarabaha appeared at CID on Tuesday and was quizzed for 5 hours and later given bond.
