The national LCI and LCII elections to be conducted by lining-up (open voting or mlolongo) will be held before March 15.
This was revealed by the State minister for local government Jennifer Namuyangu after being ordered by Speaker Rebecca Kadaga not to waste more time.
Namuyangu made the remarks during the Advocates Coalition on Development and Environment (ACODE) breakfast meeting in Kampala on Friday.
Campaigns for LC and Women Council elections will be held on the same day and display of the voters’ register would last two days.
She said the government has made enough consultations and that the budget for the elections has been reduced to sh10b from sh27b.
Voting by lining up behind the candidates for Local Council I and II was adopted in 2014 after Parliament overwhelmingly endorsed it during the debating and passing of the Local Government Amendment Bill 2014.
Uganda has not conducted elections for LCI [village] and LCII [parish] for the last 15 years, the last one having been held in 2001 before the country shifted from the one-party Movement system to the multiparty system of governance.
Many Ugandans have warned President Museveni against the system of lining up behind candidates saying it will be subjected to a lot of manipulation.
But former presidential candidate Dr Kizza Besigye said every election organized by President Museveni is an opportunity to FDC because it enables them carry out their operations at the ground level.
