Uganda in a crisis as Museveni summons army chiefs for talks

The Uganda Peoples Defence Force’s High Command are reportedly meeting with Uganda’s Commander-in-Chief of the Armed Forces President Museveni on Monday afternoon at State House Entebbe.

They are concerned with the country’s security direction.

In particular, they have raised issues with crisis in Rwenzururu Kingdom that led to the Omusinga Charles Mumbere’s being sent on remand at Kirinya Prison on murder charges, the killing of ex-ADF commandant Sheik Maj. Mohammed Kiggundu and the Shs 2bn arms scandal involving a Polish contractor vs Brigadier Leopold Kyanda, the Chief of Staff Land Forces in the national army according to Chimpreports.

The law provides that the High Command advises the President in “emergency situations and on matters relating to national security or deployment of the Defence Forces.”

The High Command also has an implementation committee of the Defence Forces responsible for supervising an implementation of its orders. This committee is usually led by the Chief of Staff.

It has members like Chief of Defence Forces Gen Katumba Wamala, Special Forces Commander Brig Gen Muhoozi Kainerugaba, Defence Permanent Secretary Rose Byengoma, Maj Gen Phinenas Katirima, Maj Gen James Mugira, Gen Elly Tumwiine, Lt Gen Charles Angina among others.
