Post-Kiggundu era at EC starts Tuesday

The inability to organise the Local Council One and Two elections is the only major regret for former Electoral Commission Chairman, Dr Badru Kiggundu.

This will be one of the first tasks Court of Appeal Judge Simon Mugenyi Byabakama who will be sworn in on Tuesday next week will tackle.

Byabakama will to replace Mr Kiggundu who spent 14 years as Electoral Commission chair.

The other appointees who were on December 5, 2016 vetted by the appointments committee of parliament before assuming office include Hajjat Aisha Lubega (vice chairperson) and commissioners Peter Emorut, Steven Tashobya, Prof George Piwang and Mustapha Ssebaggala Kigozi all nominated by President Yoweri Museveni on November 18. The new appointees will join Ms Justin A. Mugabi whose tenure at EC is yet to expire.

Chief Justice Bart Katureebe will swear in the new EC team at the Hight Court.

Under Kiggundu, it was implicit to the public that the EC served at the pleasure of the appointing authority.

It’s this unfortunate state of affairs that the Opposition laments. It has made a laughing stock out of the institution’s mandate as envisaged in Article 61(1)a which is to organise regular, free and fair elections.

Byabakama will strive to correct the mistakes.
