Ruling party NRM’s defector Youth Wing leader Rober Rutaro made headlines in 2016 when he pushed through the petition at the Constitutional Court that blocked the trial of police chief Gen Kale Kayihura at Makindye Court — today he was arrested at Makerere University by the General’s officers like a chicken thief!

Disgruntled Rutaro’s crime today; organizing a press conference at Makerere Guest House meant to express dissatisfaction over the Constitution Amendment Bill 2017, which among others carries a proposal to remove the upper age-limit for presidential candidates.

Police, who are scouring major towns upcountry and Kampala in particular, for any sign of the activists trying to illegally denounce the presidential age limit bill, are saying that they suspected Rutaro NRM Youth League under the umbrella UB40 (Ugandans Below 40) were breaking the constitution having convened an illegal assembly without notifying police.

Emilian Kayima, the Kampala Metropolitan Police spokesperson, says they picked up the NRM youth activists because they didn’t notify police about their gathering.

“They (Rutaro and group) chose not to inform us (Police) about their assembly and in our view, they contravened the law,” Kayima told TheUgandan on Wednesday afternoon.  “They should have informed us.”

“I don’t know if they are still in Wandegeya where they were transferred from Makerere University Police post for interrogation,” he added.
