National security at threat as Minister Mbayo cuts ISO budget

Legislators on the Presidential Affairs committee of Parliament have queried the reduction in funding towards the Internal Security organization.

While meeting Esther Mbayo, the minister for the presidency who oversees the organization the committee requested for a response to the apparent funding gaps the security organization is facing.

ISO faces a funding gap of 21.8bn shs to procure 134 vehicles and 1443 motorcycles.

To compound the problem the organizations development budget was cut from 652m shs this year to 411m shs in 2017/2018.

The committee chairperson Col. Fred Mwesigye stated that cutting operational allowances for security operatives was a grave concern that needed to be brought to the attention of the president

The minister also noted a lack of funds to open up offices and facilitate RDCs in the new districts of Omoro, Kakumiro, Kagadi and Rubanda.

RDCs monitor government programmes and chair district security meetings but the Adjumani woman MP Jessica Ababiku noted that there was no convincing economic policy monitoring and evaluation programme to justify the funds being requested.
