Security agencies have come under fire from the Legal Aid Service Providers Network- LASPNET for abusing court process owing to rampant cases of torture and re-arrest of suspects released by court.
Speaking on the sidelines of the 2018 Annual Conference on Access to Justice in Uganda, Sylvia Namubiru, the Executive Director LASPNET, said the re-arrest of suspects shortly after being discharged by court has persisted and needs to be addressed by security agencies.
Namubiru questioned the manner under which a suspect who has spent more than five years in jail is rearrested by police shortly after being released by court.
Several suspects are re-arrested almost each year by police outside court premises immediately they are granted bail or acquitted.
In 2017, four suspects accused of murdering former police Spokesperson, Andrew Felix Kaweesi were brutally re-arrested by plain clothed security operatives from Nakawa Chief Magistrate’s Court shortly after being granted bail.
Namubiru says the re-arrest of suspects is an abuse of court processes because in most cases the security agencies and investigating officers don’t bring any charges against the accused persons.
