Following the abrupt resignation of the Kampala Capital City Authority (KCCA) deputy executive director Judith Tukahirwa Tumusiime, an engineer Andrew Kitaka has been selected to deputise Jennifer Musisi in acting capacity, a top spokesperson said.
Kitaka, formerly the director of engineering and technical services, will act until the President Museveni appoints a substantive replacement to Ms. Tumusiime Tukahirwa, KCCA spokesperson, Peter Kaujju confirmed.
Alongside, Ms. Tukahirwa, Kitaka was one of the first directors appointed by Museveni in 2011 and previously in charge of engineering and technical services.
Kitaka is a construction engineer and has been in charge of all the road maintenance in the city.
Kitaka won’t be influenced by opposition leader Kizza Besigye and Kampala Lord Mayor, Erias Lukwago, according to KCCA officials familiar with his appointment.
According to analysts, his selection is down to his zero political connections as compared to his predecessor, that Ms Tukahirwa who an “intelligence report”, sent to the President pinned her “close to Besigye”, and tribal affiliation, being a Mukiga.
Relatedly, President Museveni has also appointed Richard Lule as the new director for administration and human resources.
Lule, a human resource management and organisational development expert, replaces Jennifer Kaggwa who left KCCA in August last year for Uganda National Roads Authority.
