President Yoweri Museveni has bashed media reports that portraying his former Chief of Defence Forces, Gen. Katumba Wamala’s appointment as a demotion and forced retirement from the army.
Last month, Gen. Museveni, the Commander in Cheif replaced him with Gen David Muhoozi who was promoted from a lower rank of Maj Gen skipping the rank of Lt Gen to become a four-star general.
But in his remarks on Thursday while presiding over the swearing in of Gen. Katumba Wamala as State Minister for Works today at State House, Entebbe.

He said Gen Wamala’s wide range of experience is needed in the Works ministry which according to him has always taken a lot of the country’s money but has unfortunately been riddled with problems over the years.

“Gen Katumba brings much-needed experience to the ministry and a track record of delivering results as a tradition of the UPDF. This is why this assignment is on secondment basis and as such he is not retired from the army,” Museveni said
“I believe the law should be amended to allow work start as soon as a bid winner is declared. We have so many projects coming up and we must change our modus operandi.
“He also joins a team I have been building to deliver value for money at the ministry and I am optimistic it will become the vanguard of government after the army.
When asked in a previous interview whether he sees his new position of State minister for works as a demotion, Gen Katumba says he values service to his country, not the office he holds. At the age of 60, he says he plans his retirement in the next three to five years.
