Meet Col. Kaka, Museveni’s most trusted internal spy

The new Internal Security Organisation (ISO) boss Col (rtd) Frank Bagyenda Kaka on Friday officially entered the office of the internal spy network taking over from Uganda’s new ambassador to South Sudan Brig. Ronnie Barya.

Born in February 1952 in current Ibanda District, Col Kaka is graduate of Commerce from Makerere University, Col. Kaka worked for the Uganda Tea Authority before joining the Ministry of Public Service. In 1979, he had been a civil servant attached to the Public Service ministry but was later posted to the Ministry of Agriculture before moving to Masindi District.

He later joined the army in 1980. He was born Frank Bagyenda but was nicknamed Kaka to elude capture by the Obote-led government that was searching for him to answer charges related to abetting an attack on Masindi Barracks.

In 1993, he retired from active military service at a rank of major and resorted to farming and eco- tourism in the Lutoboka Bay in the Ssese Islands.

In 2011, Mr Museveni, after meeting Kaka, reassigned him to protect government interests in Ssese Islands and promoted him to Colonel with a group of other UPDF officer among them Third Deputy Prime Minister Moses Ali.

Col. Kaka, 65, is a businessman with major interests in land, tourism and fishing, especially in Kalangala islands. He is the proprietor of Panorama Cottages.

Around 2014, he led Kalangala Fisheries Organisation (KAFO), a volunteer organisation fighting illegal fishing in the islands and is said to have been active in the intelligence circles.
