M23 rebels regroup, executing Ugandans – Kisoro leaders

The recent wave of killings in the mountainous Kisoro District have been blamed on ruminants of disbanded Congolese rebel outfit, The March 23 Movement, often abbreviated as M23 and also known as the Congolese Revolutionary Army.

The outcry follows the murder of Mr. Innocent Mugisha, a prominent business man in Kisoro Town who was this week waylaid on his way from work and shot dead — the third such killing in the past weeks.

According to Kisoro district chairman Abel Bizimaana, increased cases of murder are being perpetuated by the Congolese rebels who crossed over to seek refugee status in Uganda but did not hand over their guns to authorities.

Mr Bizimaana said that the ex-rebels sometimes cross back to Congo pick their guns and come to Uganda to cause chaos.

However, Kisoro Resident District Commissioner Shafiq Ssekandi confirmed to TheUgandan that the suspects in the murder of the late Mugisha had been arrested and the killer gun recovered was found to belong to M23 rebels.

Ssekandi said that the security committee he heads has so far put in place measures in place to screen all Congolese refugees to get wrong doers from them.

Secrecy shrouds the group, which is dominated by made up primarily of Tutsis and opposes the Hutu Power militia Democratic Forces for the Liberation of Rwanda (a group that counts among its number the original members of the Interahamwe that carried out the 1994 Rwandan Genocide) as well as area Mai-Mai (community militias mostly created and supported by the Democratic Republic of Congo).

When contacted, Bufumbira East MP James Nsababuturo was equally alarmed by the murders and said he had informed the line ministries to intervene.
