Asan Kasingye has been removed from his post as Police Spokesman and replaced by Kayima Emiliano who has been Kampala Metropolitan Police spokesman, TheUgandan can exclusively report.
Mr Kasingye, who joined police in the late 1980s, has been working in community policing department for most of his time but has not impressed in less than eight months since he replaced slain AIGP Felix Kaweesi.
In a letter to all units, Gen Kale Kahihura leaves Kasingye with one senior post as the Chief Political Commissar.
Gen. Kayihura said the changes take immediate effect.
He also tasked Kasingye to propose to him competent officers to enable the sacked Police mouthpiece carry out his new work of setting up and running a Police Political Education School which must begin in this financial year without fail.
Kasingye’s new chapter in Police will however be closely watched by Kayihura who has ordered him to forge a working relationship with UPDF’s Brigadier Matsiko as well as National Leadership Institute Kyankwanzi.
“The single biggest challenge facing the Uganda Police is the dominant negative attitudes, values etc which can only be sustainably cured through political education,” Kayihura wrote to senior officers on Tuesday.
Kasingye also made his public his sacking in a twitter message, saying he will be moving to the police commissariat to concentrate on his role as the chief political commissar of the Uganda Force. “…I will be taking leave of spokesman function to concentrate on commissariat work,” Kasingye confirmed.
