Kabale CAO locks out 130 civil servants over late coming

Most of us will remember this from old times in school when a teacher ‘on duty’ would wait for late comers with a cane. Some of the late comers would dig anthills in the compound or be caned depending on the punishment decided by the teacher.

The Kabale district Chief Administrative officer seems to be picking a leaf from those old days. If you went to a school where your parents didn’t drive you to school you must be familiar with this.

Mr Abert Mutungwire locked out 130 employees of Kabale district local government after they came to work late.

The offense of late coming contravenes the public service standing orders.

Mr Mutungwire who was at the main administration building entrance Monday Morning   19/01/2017 9am verbally dismissed the 130 employers who came minutes past 9am. About 15 people were in office by that time.

The tough CAO said that this was the third time he was conducting such an operation of sending home late comers.

Mr Mutungwire warned that he will continue monitoring the arrival time of the employees and compile a list of perpetual offenders who will be nominated for disciplinary action.

The CAO said that civil servants are employed to offer services to the people timely, adding that late coming of civil servants denies people to access timely services and this shall not be tolerated.

Some corruption activists have in the past advocated for the offence of late coming to be regarded as corruption since the public is denied a service yet the public servants are paid.
