The Inspector General of Police Gen Kale Kayihura has appointed SSP Emilian Kayima as the spokesman of the force after a recent arrest of senior police officers by the Chieftaincy of Military Intelligence in connection with offences that have left the force’s image tattered.
Kayihura’s inside officers being arrested and caged would be like the Apocalypse. Well, it’s Apocalypse Now and more after two big cases were opened against one of Uganda’s most powerful men.
The first to come three concerned citizens have petitioned court challenging the actions of the IGP Kayihura of exceeding his authority by deploying military soldiers inside Parliamentary chambers on 26th and 27th/ September 2017.
Mawanda Sulaiman, Matovu Mark and Lubowa Henry have filed their petition through Newmark Advocates, seeking for a declaration that the IGP actions were illegal and he must be accountable personally for actions carried out in his personal capacity.
They also want an injunction permanently restraining General Kayihura from further deploying military service men inside parliament.
Their suit follows a letter the Speaker of Parilament Rebecca Kadaga wrote to H.E the President, seeking for an explaination over the identity, mission and purpose of the unsolicited forces who were not part of the staff of sergeant at arms at parliament, that entered the chamber and beatup Members of Parliament including those that had not been suspended.
They have listed the suspended MPs as witnesses to their case against Kayihura.
The Opposition party Forum for Democratic Change has sued the General accusing him of disrupting their on-going party presidential campaigns.
In the suit filed at the High Court, through the Buhweju County MP Francis Mwijukye, the FDC is seeking a restraining order against the IGP, from further disorganising and cancelling public rallies organised by the party’s presidential candidates.
Mwijukye contends that he is the head of campaigns for candidate Patrick Oboi Amuriat and he is well aware that on several occasions the Deputy secretary General has notified the IGP of the candidate’s campaign program, exercises and public rallies, but despite this notification, police always swings into action to block and disrupt their activities, under the guise of enforcing the public Order Management Act.
The party contends that unless the IGP and his police are stopped, continuous disruptions of their campaigns may lead to more loss of life, destruction of property and numerous arrests and detentions, as was witnessed in the districts of Rukungiri, Lira, Gulu and Kampala among others. The FDC also wants court to declare both General Kayihura and the police officers he commands personally liable, for the loss of life, and violence suffered by the public in the various parts of the country. Court has not yet allocated Mwijukye’s case file to a judge for hearing.
