As  diplomacy stalls in restoring good relations between neighbours Uganda and Rwanda, the pattern of murders by a serial killers allegedly sponsored by one of  the state intelliegnce agencies has resumed.

Authorities in the boarder district of Kisoro have confirmed that a 52-year-old Rwandan national and resident of Bigina Village Hospital Ward in Kisoro Town in Kisoro District, western Uganda was Monday night shot dead near the gate of his rented house.

Lambert Sabaho who has been the manager of Isimbi wines factory located at Fanta house in Kisoro Town was trailed and shot by unknown assailants, police said Tuesday.

Kigezi region police spokesperson, Mr Elly Maate said investigations show that a white Premio car trailed Sabaho who was riding a motorcycle before the occupants shot him dead near the gate of his rented house. The assailants sped off and disappeared.

He said the case has been registered at Kisoro Police Station under SD02/16/04/2019 as police hunt for the suspects whose motive is not yet known.

Sabaho is survived by his wife Anastizia Mahirwe, 32, and one child.

It is unknown whether Rwanda will claim the body from Uganda.

Some Rwandans have been sneaking to look for food. Within days into the unilateral border closure, a Rwandan National identified as Elizabeth Mukarugwiza (37) collapsed to death as she fled from Rwandan forces at Cyanika border with Uganda. She was trying to cross into Uganda to buy food when Rwandan forces tried to block her from accessing Uganda through a porous border point. Currently, the price of soap in Kigali has gone up from 1,000 francs a month ago to currently 4,000 francs (Shs15,000).

Rwanda is said to have used Uganda’s hospitability between 2012 and 2016 to kidnap and illegally repatriate Rwandan exiles and refugees living in Uganda without following the due process.
Some of the kidnapped and taken to Rwanda are former security officer Joel Mutabazi and his brother Jackson Kalemera in 2013. Joel Mutabazi was Kagame’s former aide. While some Rwandan refugees and dissidents who were kidnapped in Uganda face life sentences, others have been killed and others never been seen again.
