The Secretary to Treasury Keith Muhakanizi has admitted the over close to Shs5 trillion that was used for contingency liability were brought by land compensation after government compensated land squatters.
While appearing before the public Accounts committee of Parliament, Mr. Muhakanizi and other Ministry of Finance officials were grilled by legislators over failure to follow due diligence in the implementation of supplementary budget that led to a Shs4.892 trillion government loss in two audit reports, 2013-2014 and 2014-2015.
The committee chaired by Soroti District Woman MP Angelina Ossege demanded measures to stop this expenditure.
Osegge questioned the figures, wondering why they kept on the rise despite heavy projections for the last three consecutive financial years.
Masaka Municipality Mathiaus Mpuuga quizzed Muhakanizi to explain under what circumstance they pay compensation for land grabbed by unnamed top UPDF officers.
The committee also ordered the ministry to prevails over government agencies and individuals who violate human rights and cause government to charge the consolidated funds to pay court awards.
