District Health Officers have boycotted the Annual Health Sector Review meeting that opened today in Kampala.

The boycott follows a resolution in which DHO’s agreed to stay away from the meeting in protest of government’s failure to enhance their salaries.

The DHOs want their salary increased from Shs 2.7 million to Shs 4 million, according to Dr Evans Kamya; the Chairman of the District Health Officers Association of Uganda.

He added that the recent enhancement of salaries for medical doctors created a disparity when suddenly, the medical doctors started earning more than their supervisors.

The increments for other medical workers followed a series of strikes that paralyzed work in government facilities for a better part of last year.

Health Minister Jane Ruth Aceng explains that DHOs were not considered for salary increments in the current financial year because they are not front-line health workers.

Aceng adds that the move to boycott the sector review was selfish because it implies that DHO’s only mind about their welfare and not the issues affecting the secto

This year’s Health Sector Review is held under the theme, ‘Embracing Effective Performance management and accountability to move towards Universal Health Coverage.’
