Disillusioned former PSU commander Aguma runs to High Court

Embattled former commandant of Police Professional Standard Unit Joel Aguma, has resorted to petitioning the High court’s Criminal Division challenging the decision by the Army court in Makindye to decline to grant him bail on charges of Kidnap.

Aguma who spent Christmas season on remand at Makindye Millitary police barracks is alongside eight others are charged with kidnapping former bodyguard of Rwandan President Paul Kagame on 25th October 2013 at Kammengo, in Mpigi district along Masaka road, who was dubiously extradited back home and sentenced to life imprisonment.

He was last month denied bail by return to court on January 16, 2018 for mention of their case charges but before the fixed date of January 16, 2018 for mention of their case charges, Aguma’s lawyers are trying to convince High Court that the offences against the  senior Police officer are bailable and invited court to consider the circumstances under which they were arrested.

Joel Mutabazi, a former lieutenant in President Paul Kagame’s Republican Guard was allegedly kidnapped in Kampala in 2013 and handed over to his home government which sentenced him to life imprisonment. 

The Army court refused to release Aguma on bail on grounds that senior police officer, he has the capacity to interfere with the on-going investigations by CMI, which might stall the case.

Mr Aguma was suspended in 2013 for allegedly kidnaping and handing over Lt Mutabazi.
