Rukungiri District Police Commander Richard Emuna has been fired.

This was announced in Sunday’s quick reshuffle by the Inspector General of Police General Kale Kayihura. The Police boss has deployed Superintendent of Police Moses Nanok, who was convicted in police disciplinary court for beating up Dr Kizza Besigye’s supporters, to Rukungiri District as the overall commander.

In a memo dated October 21, the Gen Kayihura, says the transfer takes immediate effect.

Afande Emuna, on Gen Kayihura’s orders to all units will report to the Police Human Resource & Administration for redeployment. Kayihura also appointed Abeine Enock as chief security officer for Makerere University sending SP Jackson Mucunguzi to Bwabajja for training.

Emuna and two other officers got injured in running battles with opposition supporters during consultations on the proposed Constitutional Amendment Bill 2017 which seeks among other things to remove the age limits from the 1995 Constitution.

They had deployed to break up a rally organised by FDC candidate Patrick Amuriat who was accompanied by Kizza Besigye and Ingrid Turinawe, among other politicians.

One of the age limit protestors raises hands before police officers who had blocked FDC presidential candidate Patrick Amuriat from accessing the Rukungiri Main Stadium on October 19, 2017.

During the violent shootout, Edison Nasasira alias Kakuru, 22 and resident Kafunjo cell, Eastern division in Rukungiri Municipality was killed. Nasasira was shot on the head but police insist he was hit by a stone from his fellow protestors.
