Chief Justice Bert Katureebe is locking horns with Prime Minister Ruhakana Rugunda over monetary issues, a new dossier reveals.

Katureebe who is the head of the Supreme Court and the Judiciary on July 10, 2017, penned a dossier asking the Rugunda, the Attorney General, Head of Civil Service and the Principle Private Secretary to President Museveni to increase the salaries of his people as the third arm of government.

“I write to express my concern about the continued marginalization of the Judiciary as the third arm of government responsible for the administration of Justice in the country,” the strong-worded letter said in part.

“To date, nothing has been done yet other persons in other organizations have been given pay hikes. This doesn’t augur well.”

According to the current salary structure of prosecutors under DPP, the lowest ranking prosecutor (State prosecutor) earns a monthly gross pay of Shs644,963 with the highest ranking prosecutor at the rank of senior principal State attorney, pocketing a gross monthly pay of Shs2.1m.

Last week, all State prosecutors countrywide boycotted work and the courts remained empty following the strike by State attorneys under the Directorate of Public Prosecutions over low pay. Days before that, in a bid to avert the strike, government announced a tax exemption of State prosecutors’ salaries from Pay As You Earn (PAYE).
