Makerere University that was recently sued for having erroneously admitted Mr Paul Kato Lubwama on a Mature Age Entry Scheme in 1992 when at the time; he did not qualify for the same mature entry scheme, has cleared the air.
The institution in a January 11, 2017 letter signed by Academic Registrar Alfred Masikye Namoah say the election of Rubaga South Member of Parliament Lubwama should not be challenged before court for lack of requisite academic qualifications because ‘he sat and passed’ the required examinations as a ‘bonafide candidate’ in 1992.
“Mr. Kato Lubwama sat and passed the university special entrance Examinations as a bonafide candidate, having fulfilled all the requirements for admission for that programme in 1992. He was consequently admitted to pursue a diploma in Music Dance and Drama which he successfully completed in 1995 and was awarded a diploma in MDD by Makerere University on the 20th January, 1995” part of the letter addressed to the lawyers of Mr Habib Buwembo, an FDC secretary general for Rubaga South Constituency read.
According to the release, the current regulation guiding the university Special Entry examinations came into force in the year 2008.
Kato Lubwama having obtained the Diploma back in 1995, therefore makes him a bonafide candidate of the University.
In breaking down the alleged illegality committed by Makerere University, the petitioner last week stated that at the age of 22 in 1992 when Lubwama was admitted on mature age entry scheme, he was below the minimum age of 25 years for the Mature Age Entry Scheme.
The petitioner added that despite Makerere University being brought to the attention of the alleged illegality of Mr Lubwama’s academic papers; like not having passed his Uganda Certificate of Education, they did not initiate a process of recalling the Diploma awarded to him in Music, Dance and Drama.
