PROFILED: Kayihura fires jailbird Joel Aguma in latest reshuffle

Notorious Joel Aguma who was the commandant of the Police Standards Unit (PSU) has been dropped by the Inspector General of Police Gen. Kale Kayihura.

In a Friday reshuffle, Aguma who is currently remanded in Luzira has been replaced as PSU boss by with Senior Superintendent of Police (SSP) Good Mwesigwa. Aguma is being investigated for allegedly engaging in subversive acts, including colluding with foreign security agents to abduct and forcibly return Rwandan political asylum seekers/refugees to Rwanda.

Other officers transferred are Commissioner of Police Fenny Kyomukama who was transferred from Anti-stock Theft Unit (ASTU) to commissioner in charge of Classified Stores while Assistant Commissioner of Police Cohen Arinaitwe was also transferred from National Operations Centre to ASTU.

The rise and fall of Aguma

Details about his rise in ranks to where he is are scanty but Joel Aguma who was the Police Professional Standards Unit(a unit mandated to check the professional conduct of police officers) commander hitherto to the arrest by CMI.

Aguma joined police in 2001 and by 2007 he was the Divisional Police Commander for Jinja road police station in Kampala before he was sent to Elgon region as Regional Police Commander (RPC).

He also served in Rapid Respond Unit as a commander but in 2012 he was to Kasese as RPC .

Aguma was later appointed deputy CIID director in-charge of Crime Intelligence but was later suspended for unlawfully arresting and extraditing to Rwanda Lt Joel Mutabazi, a former bodyguard to President Paul Kagame.

Prior to the suspension, Aguma had just completed year’s senior command and staff course at Rwanda’s National Police College.

He remained not deployed until April this year when Gen.Kayihura appointed him as the commander Police Professional Standards Unit until his arrest recently.

Prosecution alleges that on 25th October 2013 at Kammengo, in Mpigi district along Masaka road, the accused using a pistol and grenades abducted Lt. Joel Mutabaazi  and Jackson  Kalemera  whom they took  back to Rwanda without their knowledge contrary to the Penal Code Act.

Prosecution alleges that the accused are people subject to military law for using weapons(pistol and grenade) which are ordinarily a monopoly of the army according to the UPDF Act 2005.
