The Parliamentary Committee on Commissions Statutory Authorities and State Enterprises has called for the 6bn shillings awarded to 42 public officers who participated in the Heritage Oil and Gas arbitration case be refunded to government coffers.
This is one of the recommendation to be presented in the Committee report on the floor of parliament today ‘This as the committee lays it is reported on the floor of Parliament after a lengthy 4 months of investigation
Committee Chair Abdu Katuntu has recommended that all funds paid to Uganda Revenue Authority account to beneficiaries should be refunded.
They have also recommended that government’s supplementary budget of the Shs6 billion be rejected.
The Committee is also calling on the Inspectorate of Government to investigate officers who wrote to the President asking for the Shs6 billion handshake.
The committee has also recommended that the Auditor General should carry out a special audit into deductions of withholding tax on fees paid.
The committee has taxed the executive to should within 90 days come up with a bill to regulate and Streamline Presidential donations.
URA Commissioner General Doris Akol, who kick-started the demand for the money and later superintended distribution of the Shs6 billion christened the ‘presidential handshake’ has been of particular interest to the inquiries.
Other top government officials lined up for investigation are Secretary to the Treasury Keith Muhakanizi, KCCA executive director Jennifer Musisi, Deputy Solicitor General Christopher Gashirabake and the Unra executive director Allen Kagina.
